My 4mo Cavalier does this with every dog and person he sees and has been like this since I took him home. I’ve tried to socialize him at lots of different stores and get him used to new things, but he is still overexcited even when he is physically and mentally “worn out” and in the middle of a wake period. Distracting with a treat or training doesn’t work well unless they’re significantly far away and heading in the opposite direction. Any tips? I’ve been hesitant about visiting certain places because of this behaviour and I don’t want to encourage the behavior.

I feel the same. My doxie girl barks at EVERYONE but she does it with her tail wagging the entire time. CoVID puppy. I didnt get to socialize her like I wish I could with everything shut down when I got her!!
